Going from level 1 to 10 means crafting 9 badges, which is one complete trading-card set each. Badge cost rises every ten levels, so the same ten-level jump gets more expensive the higher you go.

How much XP is a Steam level?

Every level costs 100 XP per badge required for that level, and a crafted badge is worth exactly 100 XP. Levels 1 to 10 need one badge each, 11 to 20 need two badges each, 21 to 30 need three, and so on — the badge cost goes up by one for every ten levels you climb.

How many trading cards do I need for one badge?

One complete set of that game’s trading cards. Set sizes differ by game, but most are between five and ten different cards. Duplicates do not count, so a set means one of each card in the game.

Do foil badges give extra XP?

A foil badge is worth the same 100 XP as a regular badge, but it is tracked separately, so the same game can give you XP twice: once for the normal badge and once for the foil version.

What do I actually get for levelling up Steam?

Each level adds five friend-list slots and increases your chance of receiving booster packs during sale events. Every ten levels unlocks another profile showcase slot, and higher levels also unlock more profile customisation options.
