How the card allowance actually works

Every card-enabled game grants a fixed number of card drops — usually about half a set — and that allowance is consumed once. Idling a game you have already farmed produces nothing at all, which is why "best games to idle" really means "games that still have drops left for you."

Paid games release their allowance on playtime alone, so idling works perfectly. Free-to-play games also have cards, but their drops are earned through money spent in the game rather than hours played — idling CS2 or Dota 2 forever will not produce cards by itself.

On a limited account — one that has never spent around $5 on Steam — drops are withheld until a game reaches roughly three hours of playtime. That is a one-time warm-up per game, not a permanent block.

Because Steam lets you report up to 32 games as running simultaneously, the fastest approach is to idle many unfarmed games at once rather than one at a time.
